Abstract (EN)
September 11, 2001 is an extremely important date since it's the time of the attack of the world's patron US's strategic institutions such as the World Trade Center and Pentagon. As teh result of the attacks, USA administration undergoing various alterations over security policies and staretegies, claimed that Islamic terror organizations and Iraq that supported them threatened the world peace. In this context, the ideals of Saddam Hussein's government to end the war on Iraq, the US has asked for help from Turkey. A Prime Minister's permit to be submitted to Grand National Asembly of Turkey's approval for military cooperation, especially in economic and political support from Turkey that the United States was prepared to respond to this demand. On March 1, 2003 Iraqi permit that was voted by the Grand National Assembly of Turkey was rejected for failure to reach a simple majority. Although AKP government approached in a positive manner towards the permit, to ensure the security and stability of Turkey, in particular the scope of terror organization PKK, as well as the economic profit by supporting the permit, it was not accepted. As a result of the literature reviews and interviews, it has been seen that various elements were effective over the rejection of the permit. Particularly the absence of UN legitimacy in the war of Iraq, the international reaction towards USA, and lack of experience and leaders in AKP government have played important roles in the rejection of the permit. As well as the ambiguous stance of the Turkish Armed Forces for the permit has also been effective in the permit decision. In fact, as a result of all these reasons, there occurred an opposing flank even in facing positive towards permit of AKP, and despite the permit had 250 nay votes and 264 affirmative votes, concerning the Article 96 of the Constitution, it was not accepted for failure to reach a majority. In this study, the reasons why positive response was not given by Grand National Assembly of Turkey despite AKP government's affirmitive response to March 1, 2003 permit, acquiring an insight into future periods with the light of the data derived is aimed. The process analysis technique is used in the thesis, excerpts from elite opinion, and secondary sources were used. In addition, though statistical information and data were used in the thesis, mainly qualitative methods were used.
