Abstract (EN)
The global problem of climate change, which dates back thousands of years, is recognized as a global phenomenon. As a result of the increase in the concentration of greenhouse gases in the atmosphere over the centuries, humanity has faced the problem of climate change, and it has been stated that some measures should be implemented in order to prevent the current problem. When the issue is considered in a historical context, it is accepted in the literature that the problem of climate change started with the Industrial Revolution. The issue has started to be addressed scientifically since the end of the 19th century, and scientific investigations have increased due to technological developments especially after World War II. Since the 1970s, United Nations-led conferences have drawn attention to the environment and environmental disasters, and since the 1980s, the issue has been specifically addressed as climate change. For the first time in 1988, a resolution on climate change was adopted at the UN General Assembly and the fight against climate change was initiated at the global level. Important agreements such as the UNFCCC, the Kyoto Protocol and the Paris Agreement were adopted at the UN and the process was carried out through these agreements. In the study, the climate change regime established at the UN was examined, and the decisions taken at the COP (Conference of the Parties) - CMP (Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol) – CMA (Conference of the Parties serving as the meeting of the Parties to the Paris Agreement) conferences held regularly every year in the context of the established regime were discussed chronologically. In the study, research has been conducted on what steps have been taken in the fight against climate change under the leadership of the UN, especially in 2000 and after. In addition to these, 6 IPCC reports published during the period are also included in detail. In the final analysis, it has been tried to evaluate with an impartial eye what steps have been taken and results obtained in the UN on climate change, what are the current successes and failures, what will be the current situation of the world and the possible developments that humanity will experience in the future, what activities are being carried out or should be carried out in order to overcome the problems.
