Abstract (EN)
Significant military and political changes took place in the Russian Federation when Vladimir Putin officially came to power in 2000. This change occurred primarily in the centralization of the state. With the impact of the September 11 attacks, especially with the increase in oil and natural gas prices, Russia has made great gains in economic terms. This economic gain was reserved for the restructuring of the army and the production of new military equipment under Putin. With the 2008 Georgia crisis and the 2014 Ukraine crisis, Russia started to operate outside of its own territory and re-entered the bipolar world order. Russia has made significant progress in integration between 2000-2010 by establishing close relations with the European Union. Between 2015-2020, Russia's Middle East and Africa strategies became active and gained effectiveness in the region with mercenaries, which we can describe as hybrid warfare. In 2020, the Covid-19 pandemic affected Russia economically. In the USA, due to the expectation that Biden will win the elections, it acted as neutral in the solution of the Nagorno-Karabakh crisis, despite the possibility of the USA gaining efficiency in Armenia. In 2020, Putin's foreign policy and a change of government have affected relations with Turkey. With the constitutional referendum, the way for Putin to be president until 2036 has been opened. This thesis examines Putin's foreign policy in general in 2020, it is also trying to clarify the impact on relations with Turkey.
