A research on the socio-economic effects metropolitan law no. 6360 on village headmen: Vakfıkebir/Trabzon case

The regulations on metropolitan municipality in our country are based on 1982 Constitution. The metropolitan municipality ensure municipality to reach a different dimension, caused new expectations in many cities. Various regulations have been made in order to meet these expectations. The last regulation on this subject is the 6360 numbered law made in 2012. In this study, which is carried out in accordance with the Law No. 6360, the positive and negative conditions of the settlements transformed from the village to the neighborhood were discussed. A total of 40 people were interviewed in the study. All interviewed in the study consisted of men. Of the participants 38 were married and only 2 were bachelors. Of the participants, 47.5% were households with a population of 5 and over, while 37.5% had 4, 7.5% had 3, 5% had 1 and 2.5% had 2. The majority of the village headmen (57.5%) were primary school graduates while 25% were middle school and 17.5% were high school graduates. 80% of the village headmen are working while the remaining 20% are the retired. 82.5% of the total monthly income of the participants is between 3000-5000 TL, while 17.5% is between 1000-3000 TL. As a result of the study, with the enactment of the Law No. 6360, the improvements in following issues have been occurred though not very remarkable; the number of education institutions, the number of health institutions and working health personnel, the number and size of industrial and production facilities, the participation of women in working life, the improvement in transportation services. On the other hand, the increase in taxes, taking water prices on the same coefficient as those living in the city, to be done of things that would previously be done in the township are the negative impacts of this law.
