2011-2021 foreign and security policy on the Syria of the United States

US foreign and security policy is one of the most substantial factors affecting the international system and politics. For this reason, the capacity of the USA to perceive, define and influence the events in the international system gains importance. In the context of events, the Presidents create their strategies, and their perspectives change accordingly. On the other hand, foreign policy decisions are affected by the international system, the pressure elements in domestic politics, and the American foreign policy tradition from the past. In this study, the change and transformation of the US foreign and security policy towards the Arab Spring movement and the Syrian civil war between 2011-2021 are reviewed, and the factors affecting the decision-making process of the US Presidents are discussed. The Arab Spring in the Obama era and the events in Syria were perceived as democratic movements, and a policy of intervention from behind was followed. However, it was turned into a more aggressive policy during the Trump era, with the terrorist organization ISIS gaining influence. Based on Trump's politics, rather than supporting democracy in Syria, there is the destruction of ISIS, ensuring Israel's security, and in this context, ensuring that it continues to exist as a force behind the evangelical mass that receives grand support from domestic politics. Eventually, with the disappearance of the ISIS threat, Trump decided to withdraw from Syria with the conclusion that Russia and China are a bigger threat, acting according to the Jacksonian school which advocates focusing on the international power struggle at the core of his grand strategy (America First) and took action in the face of a real threat.
