A fieldresearch on the effect of ministry of justice National Jodicial Network Project (UYAP) on the personnels of ministroy of justice

In this research, it has been analzyed that what kind of effects management information systems have on public sector, especially the effects of National Judicial Network Project which is constituted within the Ministry of Justice on its personnels. It has been explored that what kind of benefits management information systems have on fields such as whether the personnels have enough knowledge about using information systems, personnels? employment satisfaction, motivation, using time efficiently, and what kind of values UYAP provides to its personnels.The survey method has been used in this research; this survey has been applied to the personnels in big courts in Istanbul, Ankara, and Izmir. When the range of study, which has been done on total 400 informants, is observed, 200 surveys have been applied in Istanbul, and in Ankara and in Izmir 100 surveys have been applied for each.The findings that were obtained in consequence of the analysis of surveys has shown that; when the demographic features of subject group are considered, the age average of the personnels in institution is at about 31 and their educational levels are at associate/ bachelor?s degree; when the working period in institution is considered, a 3,5 year average has been found. It has been observed that %43,8 of the personnels did not take computer training from any institution. When the frequency of information technology usage during working hours is considered, the personnels who work approximately 6 hours in a day, do their duties by means of information technology.In consequence of statistical analysis, when the average effects of information technologies and UYAP on ministry personnels, the average of the extent of information technology effect is the highest, and the extent of the average of NJNP is the lowest.In this research, when we consider the views about the influences of UYAP on perception of employers we found out productivity can be increased by using effective information technologies. Beside this, UYAP increase performance, prevents waste of time, facilitied to work simple techniques. When we consider the views about the insuccifient parts of UYAP, it is found that hardware and software used in IT are insufficient, there are lockings and speed losts because of system and it is not userfriend.It is found that the differences between variables are not statistically meaningfull according to results of one-way ANOVA test done to determine dependence of perceptions of participants correlated to UYAP on education level (P<0,5). In this respect, when we research the correlation between employer?s education level and perception of UYAP, we obtain the result that the employers have undergraduate and associate degrees have a deepers perception of UYAP than others.Key words; Information, Management information system, Information Technologies, National Judicial Network Project (UYAP), E-state
