Public service and management reform in Afghanistan: Areview of studies between 2010-2020

The government structure of the state of Afghanistan has a fragile structure that seems quite weak in terms of public administrations. As property services, the main machine of the Government is evaluated either directly by ministries and public service departments or in accordance with regulations. Public service is provided to the public by the government or by the private sector under the supervision of government departments. Public services require a special understanding of the situation in Afghanistan. These conditions differ by features such as heterogeneous society. The people do not trust the state due to negativities such as ethnicity difference, religious superiority, short historical memory of the population, patriarchy, and power-based leadership. Good governance requires well-functioning public services, a reliable justice system, and institutions accountable to the nation. In the words of the World Bank: "good governance is similar to good development management"; good governance is groundbreaking. It contains the conditions that lead to the emergence of development. Governments play an important role in the provision of public services. The general consensus is that good governance is government policy making, managing government financial and administrative affairs, and serving citizens ". In this thesis, an examination will be made on the reform and implementation of governance policies in Afghanistan. Good governance, rule of law, accountability and transparency are essential to the development and stability of Afghanistan. There is a need to restore the trust of the Afghan people in state institutions and effectively fight corruption and reform. In this direction, it will be tried to shed light on what has been done and what will be done. While doing this, a comparative analysis with other states will be made.
