Abstract (EN)
The social state model is seen as an understanding that envisages making necessary arrangements and interventions in social and financial life in order to maximize social welfare and to ensure the concepts of social peace and justice. It is one of the main duties of the social state to create living standards for individuals in need within the framework of human dignity and to prepare the necessary environment for the formation of the concept of social justice. Although the social state, social municipality and social policy phenomena are discussed theoretically in the sources, it is observed that there is not enough research on how much these phenomena are put into practice. There has been very little research on the extent to which the concept of social municipality has been adopted in municipalities in Turkey. In this context, the concept of social budget and the concept of social municipality are mentioned in the study. Finally, the Diyarbakir Metropolitan Municipality budget was examined in the context of the social budget and the findings were presented.
