Abstract (EN)
While gender inequality creates a system that leaves women out of social life, this system also deepens the disadvantaged status of women as a series of deprivations and deprivations. While the masculine mind turns into a social tendency, it sometimes implies state practices in conscious and sometimes unconscious ways. The problem of loss of rights of the woman, who has integrated into with the education system, grows in all institutions and levels and confronts the woman more and more. Eliminating these discriminatory, unequal and unjust practices for women. This can be achieved by public authorities understanding and explaining this inequality and developing implementation methods for solution. The economic empowerment of women is one of the most important methods for eliminating gender inequality. For this purpose, the practices and projects related to the egalitarian budget systems, which were tried to be integrated into the central and local government budgets in many countries with the concept of gender-sensitive budget after 1980, ensure that important steps are taken to improve the social status of women in the axis of both raising awareness on the issue and egalitarian policies. This thesis study is based on the examination of the five-year budgeting processes and activity reports of the Gaziantep Metropolitan Municipality between the years 2017-2021. In addition to the determination and interpretation of the current situation regarding the existence, scope and quality of activities to improve the social position of women in Gaziantep at the local government level, the field data obtained as a result of in-depth interviews with women in the middle and lowerincrome roups was evaluated and it was ensured that the level of overlap between the services provided and the needs of the urban women was observed.
