Abstract (EN)
Education is a constitutional right that should be exercised by the whole society. All necessary measures should be taken by the relevant authorities in order for disabled people to benefit from this right as well as other people in the society and to have an unhindered education opportunity. In order to achieve an unhindered education, all the needs of the disabled should be met by making necessary administrative, academic and physical arrangements. Higher Education Council (YÖK) and related higher education institutions are responsible for making these arrangements. Within the scope of this responsibility, taking into consideration the standards determined by the Turkish Standards Institute (TSE), it is of priority to ensure the physical accessibility of the disabled to university campuses and buildings. In addition to physical accessibility, access to information is also important. In this context, the main objective is to ensure the accessibility of the disabled to the academic information provided by higher education institutions. However, it is also important to ensure that people with disabilities have access to information about other services provided by these institutions. In addition, in order to enable disabled people to convey their needs, problems, requests and suggestions to the relevant units of these institutions, institutions should have unhindered access feature on their websites. The aim of this thesis is to determine the level of accessibility of disabled students to the websites of the higher education institutions and the webpages of the Disabled Student Departments in these institutions. For this purpose, the websites of the institutions and the web pages of the departments were examined and the findings were evaluated.
