Abstract (EN)

This study examines the efficiency of investment incentives of the new investment incentive system for regional development between 2014 and 2018 for the sixth regional provinces in Turkey. The analysis uses BCC (Banker Charnes Cooper) model, which is one of the output oriented Data Envelopment Analysis (DEA) models. For each year and for each province, fixed investment amount and the number of investment documents is the input, and the employment created is the output of the analysis. Using the provinces that are efficient in the year analyzed, the values that make other provinces efficient in the same year are calculated. Efficient provinces are present in each analysis year, but a year of full efficiency where all the provinces are efficient is not present. According to the efficient results of the analysis, employment can be increased using non-increasing fixed investments and number of investment documents. Taking into consideration the results obtained from this study and the needs of the region (province), future policies that use the data of the efficient provinces will accelerate the economic growth and development in the region.
