Abstract (EN)
When the Russian-Chechen relations from the past to the present are examined, a conflict environment is seen starting from Tsarist Russia and continuing until today's Russian Federation (RF). The main source of these conflicts is the desire of the Russians, who have had expansionist and aggressive policies since the Tsarist Russia period, to dominate the North Caucasus in general and the Chechens in particular. In this context, Chechens, who struggled to gain independence against the Russians in the period from the attacks initiated by Tsarist Russia until the end of the I. Chechen War, included the elements that constitute terrorism in their struggle after the I. Chechen War and adopted the Chechen policy of RF President Vladimir Putin. They have been evaluated within the scope of combating terrorism and these policies have been shaped within the framework of "general policy options in the fight against terrorism".
