Consular immunities in the context of Jamal Khashoggi incident

Consulates are one of the foreign departments residing in foreign states, performing some duties and working depending on sending state. Consulates have various duties. These duties include protecting the interests of natural or legal citizens who are nationals, carrying out administrative and personal status transactions, and developing commercial, economic, scientific, cultural and amicable relations between two countries. Consulates and members of consular post working in this departments perform their duties within the borders of a foreign state. They apply the laws of the sending state within the borders of another state while performing their duties. For this reason, immunities are necessary both in order not to violate the principle of state sovereignty, and in order to effectively perform their duties. The Vienna Convention on Consular Relations codifies the rules for immunities. The recent Jamal Khashoggi Incident is characterized as an incident that emphasizes the importance of immunities addressed by Vienna Convention on Consular Relations. Because this incident took place at the Consulate of Saudi Arabia in Istanbul. For this reason, the Jamal Khashoggi Incident is going to shed light on determining both the content and the limits of consular immunities.
