Abstract (EN)

Today, to finalize projects within the pre-determined time, cost and specs limits, all needed resources are brought together. Because projects, despite the complexities caused by their non-repeated and self-styled structures, aim to reach the determined goals within an accepted time frame and fully decided budget, their commencements force structural changes in the organization to be made or new organizations to be created.Project management, having general management procedures in itself, is very different in structure compared to other routine business administration activities. It requires creation of special organizational structures, usage of different planning and control methods and private education.Today to refrain from extra costs, transportation activities, as a part of logistic functional areas, need to be planned realistically and accordingly, and softwares that assure cost-efficient transportation planning and give decision support to users need to be procured.In order these softwares to perform desired effect on logistic organizations, to set highly detailed user requirements, to figure out what the costumer really want clearly and openly and to ensure optimum source authority and restructuring are needed. At this point, we see software project management which requires special structures made up of specialists from different fields, besides using basic project management principles and techniques.In this study, primarily a cost-efficient transportation model by which all transportation modes to be used at the same time (multimodal), together but successively (intermodal), periodically (courier/ring) or one inside another (combined) is aimed to be developed and then designed, prepared and handled so as to be a ready-to-implement software project within the project management procedures and considerations.
