Abstract (EN)
Emerging and rapidly growing technology is affecting regulations on working life of most of the world's countries. Issues such as the use of advanced technologies in business life, the capture of a certain standard, the improvement of working conditions, the increase of awareness of health and safety regarding vocational education and working life have been laid by the emergence of occupational health and safety field. Occupational accidents and occupational diseases, which have taken place during the process from the Ottoman period to the present day, have been aimed to be prevented with many laws and documents prepared. In addition to this, starting with the Guild system, documents such as Dilaver Pasha Directory, Maadin Directory, Mecelle, Ereğli Maden Basin have been given precedence in favor of the workers. In the middle of 1930's, with the first steps of industrialization being taken ,detailed arrangements were made in the name of occupational health and safety. On contrary to previous regulations ,The Public Hygiene Law and various Labor Laws (such as the Labor Acts of 3008, 1475, 4857, 63331), which were made with the establishment of the Republic, included responsibilities and obligations of the three social parties, workers, employers and the state, which are important in the construction process in contrast to previous regulations. Many regulations and policies have been taken in the field of occupational health and safety taking into consideration the negative events in Turkey and European countries. All these arrangements made not only affect the working life, but also sometimes directly and sometimes indirectly affect all the people who live in the country. How work accidents and occupational diseases that occur in various business areas, especially mining and construction sectors, should be prevented and what way should be followed, and the effects of policies on business life since the past constitutes the aim of this thesis. Additionally, due to importance of the Act on Labor Laws, issued in 1833 in the UK for occupational health and safety by giving direction to other studies on this field ,the thesis also includes occupational health and safety regulations for England.
