Abstract (EN)

Performance measurement is an increasingly important concept, helping organizations to make current situation assessments and improve their efficiency. This concept has become increasingly popular in the public sector. In this study, firstly, research was done about what performance evaluation methods are and it is seen that there are institutional performance measurement methods which are a separate category for institutions. Institutional performance measurement methods are divided into two, which are traditional and modern methods. Among the contemporary performance measurement methods, the Balanced Scorecard (BSC) method is one of the outstanding methods and has been selected for institutional performance measurement to be performed within the scope of the study. The relevant method is integrated with the Analytical Hierarchy Process method and digitized. When the results were examined, it was determined that the size of the frontal plane was determined by the experts in the framework of the five-dimensional BSC method. The second dimension is internal processes, the third is learning and development dimension, the fourth is customer dimension, and the financial dimension is the last. When we discuss the results in general, it is possible to say that the performance of the institution in this study conducted with the year 2016 was successful with a rate of 93.46%. It is envisaged that the improvement of this performance result will be useful for the immediate completion of weaknesses, foreseeing future prospects and for expanding the scope of work by adding key performance indicators with different dimensions for years to come.
