Abstract (EN)
The dizzying developments in information and communication technology in recent years have affected many areas of life, as well as deeply affecting public administration. Governments that want to take their place in the increasingly digitalized world have realized that the administrative management style of today and the future is going through digitalization. Indeed, while citizens' expectations from the government for the provision of public services have diversified and increased, it has been understood that it will be insufficient for the government to respond to these expectations with a traditional management approach. For this reason, governments have started to adopt the "digital government" phenomenon, which is a new understanding in which information and service channels change. The reflections of the digital state approach can be seen in Turkey, as well. In this study, it is aimed to reveal the relationship of digitalization with public administration processes and digital application examples in Turkish public administration. In this context, firstly the phenomenon of digital government was examined, then the level of digitalization of the Turkish public administration; have been tried to be explained with elements such as legal and technical background, feasibility, compliance with the education and the system, e-government portal, use of technology, privacy, digital divide, leadership, representative segments, coordination and surveillance institution. As a result, although it has been understood that Turkey has taken important and successful steps in digitalization, it has been concluded that there is still a long way to go.
