Evaluation of religious high specialization education in terms of mufti-preacher competencies

The general aim of our research is to evaluate the Specialization Training Program using Stufflebeam's CIPP evaluation model in terms of context, input, process, and product dimensions, and to examine the qualifications of the Directorate of Religious Affairs (DİB) muftis and preachers within the framework of Religious Higher Specialization education. This research focuses on evaluating the Religious Higher Specialization education in terms of program and the qualifications of preachers and muftis. The IEP has been evaluated using the CIPP evaluation model, which is a system-based program evaluation model. Additionally, the study investigates the extent to which the determined competencies for preachers and muftis in the Specialization training program are met in both theoretical and practical aspects. Furthermore, both the program and the competencies have been evaluated within the framework of educational sciences. The study, which was structured according to the mixed-method approach, conducted a survey on graduate participants in the program evaluation research. In the competence investigation of the study, a self-perception survey related to the competences of preachers and muftis was conducted. In addition to the quantitative aspect of the study, interviews were conducted with experts from universities and the Presidency of Religious Affairs, as well as preachers, muftis, and participants in the graduation phase, in order to evaluate the reasons and consequences of the data, and to express suggestions and recommendations. The theoretical structure of the research comprises the dimension of program evaluation, while the practical aspect is formed by the dimension of competence evaluation. It is expected that our study will make significant contributions to the evaluation of the effectiveness and competencies of specialization education. This is because we have not come across a study that evaluates using the methods, techniques, and models used in the fields of philosophy and religious sciences. Furthermore, it can be said that the research encompasses all studies conducted specifically on specialization education and represents a general framework that surpasses them all.
