Abstract (EN)

It is not sufficient for corporations, enterprises and social institutions to continue their existence just through production or with the satisfaction of what they have already accomplished. In order to obtain competitive power and superiority, ability of using, managing, associating, creating, innovations and know-how is of vital importance. Hence improving personal creativity, developing innovative ideas into new methods and working conditions has gained an impetus for the people who make up organizations.Organizations using up to date know-how technologies and realizing innovation under globally competitive conditions can achieve in the design and manufacturing of new products long term development through low production costs. The use of recent know-how technologies will also lead to an increase in the overall capacity of an organization, in the reliability and improvement of the service or product, more elasticity and a decrease in the development costs and production time simultaneously.In order to enable and preserve continuing competitive advantage of an organization, speed in using know-how in product ? service production, making constant renewals has gained importance. The level of making new inventions and differences might lead to significant privileges. In this sense the ability of an organization to keep up with innovations can only be possible in reforming their structure according to the innovation and develop new service structures.The innovation strategies used by organizations needs to answer both the expectations and satisfaction of clients in line with established norms, internal and external style of communication, and management structure.In order to gain competitive dominance during the globalization process, for the institutions especially in the service (catering) sector cultures of innovation and adaptation to modern organization hierarchy is a precedent of know-how development and management.The know-how acquisition as a strategy opted for by organizations has gained importance due to processes imposed by globalization and rapidly changing environmental conditions.The existence of city and urban directorates of the Turkish Ministry of Education is of utmost importance for the existence and continuity of the system as the executor, inspector, and organizer of the operations conducted nationwide by system of the Ministry of Education. Hence like every institution in the Ministry of Education the need for innovations in the city and urban directorates of the Turkish Ministry of Education has gained importance. At the same time to address the needs and interests of the Ministry of Education personnel, enable their dedication to their profession by increasing their contentment and if there are questions the analysis and solution of their problems and like all the employees of education likewise the development of individuals affected from the education and environmental factors too might be under the effect of these institutions.This study aims to analyze the perception of the teachers regarding the innovation policies and endeavors run by the urban directorates of the Ministry of Education and their deficiency and necessities.Bearing the above mentioned intention, research is conducted on the existence of a data collection tool. The pilot study revealed that such a data collection tool was not available since a similar study was not conducted previously. The data collection tool, developed by the researcher and Dr. Mustafa FARSAKOĞLU, was applied to 502 teachers in the area under the directorate of Kocaeli city Kandıra Directorate of the Ministry of Education working at the primary and secondary stages of public education. The data is analyzed using SPSS 12.0. In the evaluation of the responses provided by the teachers statistical measurement tools such as frequency, percentage, arithmetical average, and standard deviation are used. ANOVA and t-test is used for the analysis of the present study.For the analysis of the adequacy and needs in the Local Directorate of the Ministry of Education, the effect upon the innovation endeavors conducted under the surveillance of the Ministry of Education are studied under the headings: the structural policies of the of the local Kandıra Directorate of the Ministry of Education, professional development efforts, personnel services, payments of the personnel, social facilities.As a result of the study conducted the perceptions of the teachers regarding the competencies of the Local Directorate of the Ministry of Education is very weak and insufficient, whereas there was a perceived need for innovations and improvements and a need for the reflection in practice of the central innovations to the urban organizations.To improve innovations and dispersal of innovations, effective studies need to be conducted including more than filling out forms involving all the personnel and so designed as to make teachers effective at every stage. The endeavors of innovation conducted at the Ministry of Education at the centre needs also to be put into effect in the urban areas as well.
