Local management aproach in education (Bursa counties sample)

Change and transformation activities which are being lived rapidly and which are also multifunctional have carried agenda of re-questioning of constriction of the management mentality. In the process of being globalized and becoming a science society, invoking of increasing quality of education ministrations and invoking of ensuring the gladness who use these ministrations by using sources which are globalized for education has made new theories compulsory.Sense of movement by such a compulsory, in consideration of the period of being globalized, need of re-description of the role of public in general management was born in most of the developed end emergent countries and also in our country. As a result of discussions about some of the public ministrations were transferred to civil society founding, instead of central constitutions, the perceptive of local management is becoming more common. In an ambience where has the discussions of transition from central management to local management, interrogation of vitalize of using management force where and how in education management seems us as an inescapable result. Because of this following reality a research about applicability of "Local management for education" was required.Scan Method is used in this research. It includes five main parts, as following; Introduction, Literature, Methodology, Inventions, Results, finally Argument and Suggestions.The participants of the study comprise 72 administrators and 179 teachers working at 15 different schools selected from Bursa during the 2nd semester of 2007-2008 academic year, who were selected through casual sampling method. The data was gathered by the author from the survey questions. ?Personal Information?, ?The Construction and Process?, and ?Exchange of Responsibilities?, are the main parts of the research. The ?Exchange of Responsibilities? part was mainly built from Ms. Fatma BARKCIN?s survey.First data was collected for research, then the data collected was transferred to computer. We used one of the most common data analysis packet program SPSS (The Statistical Packet for The Social Sciences) for statistical analysis. Benefited from the following program; Frequency (f), percentage (%) and Cross tabling producers were applied.The results of the research shows that the school administration a and staff agreed that the MEB(State Educational Agency)?s has a very high central based administration. The results also show that MEB should keep administering the school curriculums, assigning new full-time staff, determining the base salary and the hourly payment rates, the big amounts of budgets for the big repairs and remodeling, the budgets for the school with special programs, and the budgeting of the staff prior to and in the education process, the other administration issues however should be handed down to the local administrations.Key Words: Education, Education Administration, Local Administration, Exchange of Responsibilities, Localization , New Approaches to the Education, Local Administrations, Non-Central Administration .
