The new process that started with the dismissal and subsequent execution of Çandarlı Halil Pasha; Gaining weight of the devshirme origins in the bureaucracy, the liquidation of the Turkish aristocracy and the Turkish-devshirme relations were examined in outline. The findings regarding the existence of ethnic consciousness in the devshirme were evaluated; The effect of this consciousness on the power struggle on the executive function of the state has been tried to be revealed.
