The changing agenda of security: The case of Lebanon in the perspective of human security

The concept of security, which is formed on the axis of state and military issues within the framework of the anarchic nature of the international system, has been considered in a broader perspective in the post-Cold War period along with globalization. In this approach, where the referent object of security and origin and nature of threats have changed, and thus a new understanding has been developed through focusing that focuses on the needs of human-beings and security problems that threaten individuals. The concept of human security, which has been introduced to the literature since the mid-1990's, has focused on the issues of social justice, democratization, human rights and the rule of law. Thus, the understanding of security has acquired a quality that carries the understanding of strengthening all humanity by getting rid of the limitations introduced by state-centric security conception. In this context, Lebanon, which adopts a political system based on a consociational democracy with its own social characteristic, is a suitable example for the human security conceptualization. Lebanon, which gained its independence in 1943 is home to many sectarian groups, especially the Maronite, Druze, Shiite and Sunni communities. In this country, where economic and political crises have prevented stability for many years, human security predicament of Lebanese people has been alarming in recent years. In this context, the study examines the impact of the crises in Lebanon on individuals with a human security approach. The social conflicts and the security threats faced by individuals in Lebanon, where the traces of the 1975 Civil War have not yet been erased, will be examined whitin the framework of the data provided by international organizations.
