Emergence and development of institutions "hâci̇bli̇k"

The institution of hâciblik based on the time of quite old means intervening barring, preventing someone from entering a place and incase in the dictionary. It comes from the word hacb which means to hide. A person who prevents someone from entering a place called a janitor. Tayangu wich comes form tayandı means mabeynci in Divan-ı Lugati't Turk. It could not be determined that who has started the first duty of hâciblik, either Muaviye (661- 680) or Abdulmelik bin Mervan (685- 705). It's known that hâciblik has begun during the time of Abbasi caliphate and the umayyad state of Andalusia hâciblik is mentioned at the head of the institutions with different applications and authority, locarlion number and respect in terms of differences in the Islam geography. Hâciber who has been given places in the structure of government organization, not only served in tje palace,usually accompanied the sultan, they known the sultan's closest secrets. There fore it's accepted that hâcibler are closer to the sultan more than viziers. In addition to these, it's also stated that the hâcibler acted fort he sultan, read sermons on behalf of sultan and carried the seal of sultan. It's stated that some sultansa are ended. Institution of hâciblik wherefore prevent to abuse of Powers of the younger sultans. In the studies contucted, this institution is emerged development of the government rather than during periods of ascension, growth and collapse. This can be clearly seen when the first period of the Ottoman Empire is compared to Kanuni's time it's accepted that hâciblik wasn't recognized as an insititution in the periods of the Prophet and the first four caliphs. This period is considered that citizens and government people interwined, it's not permissibled that havng a Messenger between the citizens an goverment people. After a while, people whom their duty is to protect the sultans and regulate their relations with the citizens when needed safety of the goverment. These people represented the institution of hâciblik. However, this should be limited to the terms and conditions. Otherwise it was defined that sultans and caliphs would separated from the puplic. In order to understand the political and administrative structure of the state, the institution of haciblik is very important. For this reason the term of hâciblik has been studied.
