Abstract (EN)

This research has been made on 69 education inspectors who were on duty in the academic year of 2009-2010 and 59 education inspectors who were on duty in the academic year of 2011-2012 in order to determine the perceptions of the education inspectors in regard to the implementations of Total Quality Management in the primary schools of Diyarbakır. The education inspectors who contributed to the study were administered a questionnaire which has 43 items in Likert type. The data were analysed by the SPSS 16.0. For the analysis and interpretation of the data; t-test, sheffé, one-way variant analysis and arithmetic average of the perception points were used. As a summary, the following results have been obtained at the end of the research: Depending on their gender, graduation and TQM education, no significant difference was found among the perceptions of the education inspectors in regard to the implementations of Total Quality Management in primary schools. Depending on their working time and age, no significant difference was found among the perceptions of the education inspectors who were on duty in the academic year of 2009-2010, but a significant difference was determined among the perceptions of the education inspectors who were on duty in the academic year of 2011-2012.The implementations for the improvement of physical and financial conditions and for the education process in the primary schools were perceived in little degree by the education inspectors who were on duty in the academic year of 2009-2010, and in medium degree by the education inspectors who were on duty in the academic year of 2011-2012. It is found that the implementations for the leadership of senior management, the improvement of human factor, the evaluation of customer satisfaction, the inspection of TQM implementations, securing participation and team work were perceived in little degree by the education inspectors. In regard to the implementations of Total Quality Management in primary schools, the general average point of the perceptions of education inspectors was found as 2.44 (in little degree). According to the findings, it has been concluded that the implementations of Total Quality Management in primary schools were found inadequate by the education inspectors.Key Words: Quality, Total Quality Management, education inspector.
