Abstract (EN)
ın the post-industrial transformation process, organizations need to adapt to changing conditions. In order for organizations to adapt to this change, it has become a necessity to invest in information and network technology. In today's working life, where the rapid effects of digitalization are experienced, important changes are experienced in business process forms such as job description, job requirement, and job inventory. In this direction, human resources management, one of the basic functions of management, has also been affected by this change. Undoubtedly, organizations need basic production factors such as money, material, place, time and personnel in order to achieve their planned goals. The most basic factor among these production factors is human resource. Organizations need to manage their human resources in the most efficient way in order to gain competitive advantage. In today's working life, digitalization has been added to this management process. In this direction, new technologies that enable organizations to be managed effectively should be integrated into the management system. This study deals with digital transformation in human resources management processes, which is one of the most basic functions of the business. The study was carried out specifically for a public institution, and it also makes inferences about the motivation of public institutions for digital transformation processes. The main purpose of the study is to show the action taken / to be taken by public institutions at the point of adapting to the speed of technology and to make suggestions on this subject. The study is within the scope of explanatory study, which is one of the scientific research types, and reveals the cause-effect relationship in the research problem. The main question of the research is "How is the adaptation process of public institutions to digital transformation in human resource management practices? How should it be? What are the obstacles in the process? How to Overcome?". The quantitative method, one of the data collection methods, was used in the study. Closed-ended questionnaire was also used, which is one of the nice data analysis methods. The scale used has been tested for validity and reliability before, although it is a scale used in the literature, relevant permissions have been obtained for the use of the scale. In addition, due to some factors that could not be measured in the study, a qualitative study was conducted. Within the scope of the study, the observation technique, one of the qualitative study data collection methods, was included. In this context, the findings obtained by quantitative methods were also supported by qualitative methods.
