The Ottoman Empire having lost power with each passing day in order to survive followed the policy of European states closely and in this way it found a chance of life for itself. However, as a result of the fact that Russia and England had a conference in Reval in 1907 and then that England allowed Russia to take control on Ottoman, the adherents of Union and Progress (İttihat and Terakki) have took action. ?II. Constitutional Monarchy? was declared, in order to break the negative impact of Reval meetings, including as a result of the adherents of Union and Progress.The Ottoman society could not understand constitutional monarchy in the proper sense. This situation have prepared a suitable atmosphere to subversive movements likely to appear in the future.On the other hand, the repressive attitude of adherents of Union has raised opposition. Also, the because of the low educational level of Ottoman people, in 31 March 1325 (in Rumî calendar) have began a riot movement and it has been suppressed by ?the Army of Action? (Hareket Ordusu) coming from Salonika. The people related to in this riot were judged by means of military courts (Divan-ı Harb). In our studies, we worked to focus on these issues.
