Abstract (EN)
The new goal for the new Turkish Republic, finalizing the Turkish War of Independence successfully was to provide the economic freedom. The new administration took over an bankrupt economic structure from the Ottoman Empire. It had been decided to gather for an economic congress to direct this bankrupt economy before the republic was not established. This congress which took place between the dates 17th February and 4th March 1923 is very interesting to be at the same time as the end of the negotiations of Lozan. In the Lozan Negotiations, while the western countries tried to continue their economical privileges, the newly found Turkish Republic was in an effort to provide its own economic freedom. For the newly established country, economic freedom was extremely important. From this opening speech of Mustafa Kemal Atatürk, which he made in Izmir Economic Congress, we can understand the importance of economic freedom;??The bases of the new Turkish Goverment will be established not with bayonet but with economy, the new Turkish Government will not be a conquering government, it will be an economy government. Like political freedom, economic freedom is essential??. It is clearly seen that the way Mustafa Kemal Atatürk specified for the Turkish Republic was an economical structure. With this words, Atatürk was stressing that the real war had not been won, yet. With Izmir Economic Congress which gathered in Lozan in a critical period, the substructure works for passage to a national economy were started. In this work, the reason to talk about Izmir Economic Congress is to present the basics of our economic structure and to try to understand in which conditions Turkish Economy formed. In this work, firstly the economic situation of Ottomon Empire will be discussed and the economic structure of Turkish Republic which was turned over from the Ottomon Empire will be revealed. The preparation of Izmir Economy Congress, the gathering duration of the congress, the decisions, taken in the congress will be approached in detail. Finally, we will assess on the evalution of the decisions, applying those decisions in the historical duration and the effect on the economical structure.KeyWords:Izmir Economic Congress,Turkish Economic Congress,National Economy,Economical Pact.
