The effects of development plans on local governments: Example of Elazığ Municipality (2014-2020)

Development provides enhancement of the underdeveloped countries, backward countries or regions with economic, social and cultural factors through public institutions. Local administrative institutions that directly affect regional development are municipalities, special provincial administrations, villages and their bodies. Municipalities that directly affect regional development has an important position among the provincial center and related areas and local public institutions. Municipalities aim to improve the socio-economic structure, democratization aspect, welfare and living standards of the people living in the local area by fulfilling the services like drinking water networks, sewer lines, environmental health and cleanliness along with infrastructure such as transportation, housing, social services and benefits, culture, art and tourism promotion, increasing economy and trade within the scope of the municipal law numbered 5393. The aim of this thesis is to explain the mission and vision of municipalities in regional development and to provide an understanding of the effects of municipalities on regional development within the framework of development plans implemented in Turkey by examining the activities and investments of municipalities that are local government institutions. This thesis, which emerged to achieve these goals and is the subject of research, constitutes a framework of the required conditions to increase the awareness of municipalities to the public and for more effective, sustainable development and planning. In this work, in the period of 2014-2020 the ongoing and targeted projects of the Elazig Municipality that it realized based on the principles of development plans in the Elazig city wide mainly in rural areas, have been investigated.
