The effects of the decisions of the Ombudsman institution on the dissemination of ethical principle practices in Turkish public administration

Ethics, which provides people's actions and behaviors remain within the determined universal standards and to be implemented, started to show itself in public administration with the emergence of the phenomenon of change in the historical process. As the phenomenon of change began to be seen in the historical process, the concept that led to the change of many institutions, concepts and phenomena also caused the change of the Public Administration. Public Administration showed itself with the new Public Administration perspective by abandoning its traditional practice. With the development of the New Public Administration perspective, deficiencies in the system were determined and the deficiencies in the missing aspects of the system were tried to be eliminated. That the Ombudsman Institution was seen in the system during the period is due to the inadequacy of the inspection mechanism and the lack of a mechanism to protect the public. The absence of a mechanism in the system that directly addresses the public and observes the rights of the people has led to the emergence of the Ombudsman institution. By entering the system in line with certain needs, the decisions taken by the Ombudsman Institution to eliminate unlawful transactions experienced or emerged within the system have increased the confidence in the Ombudsman Institution. The fact that the Ombudsman Institution has taken decisions by adopting ethical principles and adopting good management principles in its decisions has both prevented unlawful transactions in the public administration and eliminated the situations that do not comply with equity, and also ensured the adoption and use of ethical principles and good management principles in public institutions and organizations.
