Abstract (EN)

The rapid development of globalization and technology have changed the needs of human resources. Organisations have focused on evaluating personnel performance with a rational perspective to have and maintain a qualified workforce. In this context, organisations should consider the criteria that affect productivity and service quality while measuring the performance of their personnel, and they should pay attention to these issues in the performance evaluation processes. This study presents an integrated model for personnel performance evaluation, taking into account public performance management requirements. In the proposed model, two of the Multi-Criteria Decision-Making methods, AHP and fuzzy TOPSIS, were used together to evaluate the performance of a hundred personnel working at the Istanbul Metropolitan Municipality (IMM). Within the scope of this study, the evaluation criteria were identified first and then weighted with AHP. Following that, a fuzzy TOPSIS algorithm was used to evaluate the personnel performance under given criteria. The results were analysed to understand the effects of the demographic data on performance. The proposed model is expected to provide convenience to human resource managers for fair and reliable performance evaluations.
