The effects of public policy approach on Turkish personnel policies after 1980

Along with the emerged concepts and approaches such as globalization, new public management and new public administration, some alterations and transformations have been observed in public management in the 1980s. The public personnel policies have been revised in order to keep up with those changes. The qualification of the development plans - in which various policies on numerous fields and sectors in Turkey are long-term planned- bears resemblances to public policies in many aspects such as its preparation process and the participant actors. Development plans have the characteristics to be the main text for public personnel policies which are the concrete aspects of the public management. After 1980 period, there have been changes in both the preparation of the development plans, the quantitiy and the quality of the participants for the planning process and in the public personnel policies.Accordingly, within the scope of this work, the process of policy formulation for Turkish public personnel, the roles of the policy actors and the implementation of public personnel policy will be examined as part of the development plans that were prepared after 1980. This review will involve the preparation course of proceeding of the development plans, the actors (the participants) and the provision of plans in practice. In this way, the public personnel policy in development plans -that is emphasized to be rationally prepared- will be attempted to be explained if it has achieved its goals or not with a participative insight.Key words:1.Public Policy,2.Development Plans,3.Public Personnel Policies,4.Turkey,5.Policy Actors.
