Abstract (EN)

Having escalated to the level of a global crisis, climate change has become one of the most crucial issues in need of immediate solution, which humanity has so far faced. Climate crisis has been threatening the sustainability of ecosystems and human life. With a concerted effort, the international community has been fighting against the climate change for nearly 30 years within the framework of the global climate governance established under the UNFCCC. Being located in the Mediterranean basin and quite open to the negative effects of climate change, Turkey has been part of this organization since 2004. This study analyses the global climate governance with all its components. Within the study it has been determined that global climate governance is far from achieving its ultimate objective. The existing study indicates that as in the case of global climate governance, the human rights of the vulnerable communities, particularly those living in the small island states, have been violated. In this context, the present study puts forward that ecological sustainability, equity and justice should be prioritized in combating climate change, through which success can be attained. This study has identified that Turkey's climate policies are scattered, inconsistent and far from reality as well as insufficient to combat climate change at both the global and national levels. Within the study it has been revealed that in parallel to climate policies, the administrative structure established to combat climate change is likewise considered to be unstable, non-inclusive and ineffective.
