The resctrictive factors front of the school managers' leadership

In this study, restrictive factors of education leadres for secondary education administrators are searched, teachers who work in current business, are offered for their considerations and by this way it is identified that how much the school managers perform their roles. According to the searches on Education Leaders and the effective institutions; the bureaucratic and the legal restrictions with the different expectations secondary education managers experience, scarcity of time, lack of experience, instability, lack of courage and the resource shortage are the factors prevent the being education leader. Some restrictive factors need cancelling not only to make easy the roles of school managers as a leader but also contribute the institutions work efficiently. In this regard, top managers who work in educational administrations and the junior administrative officers have important responsibilities. The Ministry of National Education need to make some arrangements to let the institution managers work autonomous in their legal framework, allocate resource to sub-system, annihilate the unnecessary bureaucratic Works, support the provincial and district national education directorate,bring the new perspective for institutive managers by building up with the in service training. In the act of the high school managers are intitutions administraters, their basic responsibilities to lead the education to be a sociable an brave education leader. As an education leader a school manager mean that he overcomes the obstacles and becomes successful. Schools as an effective institutions and the restrictions of leadership on education direct the attention realization level of school leaders.
