Abstract (EN)

The problems of functions and authorizations conflict and overlap that local governments experience with each other and with central management in field of administration in the changing and developing public administration understanding are quite obvious that cannot be ignored. In this context, before all else, it is aimed to give place to the terms of reference in order to determine the functions and authorizations of the local governments and the reasons of functions and authorizations conflict and overlap. It is also aimed to determine the institutions having voice in the administration in cities where the heaviness of local authorities is most felt. And then, it is aimed to state the reasons of conflict and overlap experienced between these institutions and to find solutions to this conflict and overlap. Eskişehir City is taken for the case study. The conflicts occur between the local authorities, especially the conflicts between Metropolitan Municipality and the sub-municipalities are analyzed and the reasons behind these conflicts are specified. Finally, some case studies in Turkey are given, changes those could be applied for the solution of the issue are advised.Key Words: Local Government, Field of Administration, Conflict of Functions and Authorizations, Overlap of Functions and Authorizations.
