Abstract (EN)

This thesis study focuses on policing models in the prevention of crime. In today's world, where crimes and violence are becoming more and more threatening to society, prevention of crimes is only possible with effective combat approaches. In other words, it is acceptable in combating and preventing crimes and has a relationship with policing. Today, therefore, crime prevention efforts have been left to proactive approaches or models instead of reactive policing models applied in the past. In this context; problem oriented policing, community-oriented policing, hot spots policing, COMPSTAT, intelligence-led policing and evidence- based policing have been developed. In this thesis, the effect of these models on preventing crime is discussed. As the main result of the research, it was concluded that among these models applied in developed countries, especially community policing practice is widely and systematically applied in our country, while other models are either not implemented or partially applied. In our country, it has been determined that the problem-oriented crime prevention approach and the hot spots policing model are not systematically and widely adopted, implemented and turned into a policy. It has been observed that there are some limited practices in this regard within the provincial police directorates, but these practices are not at a level to be the subject of a general evaluation. In order to develop and implement policing models that can be effective in preventing crime, these approaches need to be transformed into policies and police units need to be restructured. As a result, no single policing model can be effective in combating and preventing crime at the desired level. Likewise, no approach is perfect on its own. For this reason, in order for police units to be successful in preventing crime, it is necessary to adopt a holistic model that brings together policing models and to carry out their work on the basis of cooperation and partnership with stakeholder organizations.
