Effect of strategic planning corporate performance: Example of Esenler Municipality

The need for public institutions and organizations to produce more efficient, qualified and fast services which can meet social demands has directed public administration systems to make reforms. Through those reforms, public administration has evolved into the concept of new public administration approach based on the notions such as governance, efficiency, accountability, transparency and citizen satisfaction. However, renewal of concepts determined by traditional public administration approach and revision of statutes institutionalized by this approach cannot be provided merely through legal regulations; hence it became inevitable to learn, understand and internalise strategic management thoroughly within the framework of a mentality transformation by public administration authorities. Senior management of institutions, particularly executives priorly resisted against this change, nevertheless, these endeavours which were initiated as a legal obligation constituted a positive perception change at short notice and ensured the change to be discussed heartily and adopted. The most important factor for institutions to reach determined aims and objectives in implementing strategic plans is the process of "Monitoring and Evaluation of Strategic Plans". Action plans and performance programmes that public institutions work out annually form a basis for monitoring and evaluation of strategic plans. In this study; the approaches of administrators holding office in public institutions regarding that strategic planning influences institutional performance positively has been examined comparatively, inconsideration of the case of Esenler Municipality.
