The effect of fair value on real estate valuation and value map production with fair value the case of Kurtalan district in Siirt province

In recent years, the purchase of real estate has become increasingly important in our country. The valuation of real estate has brought along an accurate, reliable and easy valuation process with the use of Geographic Information Systems (GIS) and common stakeholders. In this context, the use of GIS is important in transactions such as valuation of real estates, future planning, real estate construction, real estate purchase and sale. In this study, Kurtalan district of Siirt province was chosen as the study area. The aim of this study is to evaluate real estates, to compute spatial statistics and to make spatial analyzes more understandable and easy. For this purpose, zoning plan data for all parcels in 5 neighborhoods of the district were obtained from Kurtalan Municipality. In addition, the current values of these parcels determined by the valuation commission were taken from Kurtalan municipality and processed in ArcGIS software and a valuation analysis of each real estate was conducted. Value maps were created by arranging the analyzes with a coloring system for each value scale. As a result of examining the value differences between the created GIS-based valuation maps and the current values in the district; It has been concluded that the factors such as roads, education areas, health areas, distance to the district center and distance to social areas directly affect the current prices. In the second stage of the study, a survey was conducted with the residents of the district, and the factors that increased and decreased the prices of the real estates were analyzed in IBM SPSS software. After this survey analysis, analysis maps of the district were created in ArcGIS software by comparing the current values in the municipality with the survey results at the last stage. With these maps, it has been analyzed, to which degree the real estate value is proportional to the expectations of the residents in the district.
