Abstract (EN)

Journalism has an ideal mission by its function of informing people. At the same time this function accommodates the power to motivation people. If power is used properly and through its aim, it will be useful for people. Simultaneously, it contributes to work representing democracy. However, the motivation power of media could cause negative effects. Because, media and government is inter-dependent. On the other hand, governments tend to control the media. Our study's aim is to bring out the motivation power of the media by considering the inter-dependency between government and media. At first, it is supposed that the relationship between government and media is dense at the election times. For that reason the election September 24Th is the main subject of our research. This case has taken in this research, is the presidential election in Yugoslavia. In this election by taking up the relationship between media and government, it is tried to show some power authorities motivation aims. Theoretical frame of this research had been drown and after that the Serb media had been taken up. The role of Serb media is very important for the Serb leader Slobodan Milosevic's power. Because, by inciting the Serb nationalism and supporting Milosevic against the former Yugoslav republics, the media had a role as a motivator. For that reason the relationship between media and government at the period of Milosevic's political power had been examined fastidiously. In that period it had been thought the election September 24Th had a very special role, so it was very important. The negative use of media by government in the 10 year of Milosevic's power and the punishment which had been given to the journalists and media staff, who opposed that negative used, had been systematically worked. The216 pressure and violence, applied to independent media by government had been shown in same examples. In this frame the juridical order, legal arrangements and public reactions in Serbia were considered. Finally, the study based on concrete data had been made. Thus, the pressure, which had been put on media by Milosevic, and sympathy of pro-regime media to the government had been given numeral. These numbers had been shown by tables and graphics. This research tries to show negative use of media by the government with a concrete example. But the motivation of media or the other words, journalism by the government is not destroy the ideal of journalism. For that reason, in the general meaning media will be neither the first, nor the fourth power but it will be remained its life as a power.
