Representative bureaucracy practices and Turkey

Today, almost all societies are composed of people who have differences in terms of ethnic origin, language, religion, color, culture, as well as people who have disadvantages due to their physical disability or gender. The concept of representative bureaucracy has been introduced with the idea of representing this diversity in the social structure within the public bureaucracy. The participation of all segments of society in the public bureaucracy with equal opportunities is extremely important not only for the democratic life, human rights and freedoms, but also for the general peace, peace and welfare of the society. It is advocated that with equal opportunities for everyone in the public bureaucracy, it will contribute to the increase of efficiency and productivity in public services, and help to carry out public services in accordance with the needs and expectations of the society. In this study, it is aimed to explain the concept of representative bureaucracy, which means the representation of the general structure of society in bureaucracy, and to examine the different applications of countries that arise due to the differences in state forms and personnel systems. The concept has been discussed separately over federal and unitary states. Canada, US, India and Australia governed by a federal system and governed by a unitary system of France, Britain and Turkey were examined in this study. The legal regulations of these countries were explained and their applications were analyzed through the data obtained from the web pages. As a result of the study, it was concluded that countries have legal regulations regarding the representation of their social structures in public, but there are differences in practices. Accordingly, it was concluded that federal states deal with the issue in a deeper manner, as representational management approach established according to universal values and democratic citizenship, while unitary states approach the issue in terms of equal citizenship values and put forward positive discriminatory practices to those who are considered as disadvantaged.
