Abstract (EN)
In this thesis, after the proclamation of the Republic in 1923, it will be given information about the political disputes of the political parties, the applied economic and fiscal policies, foreign trade facts, borrowing requirements, national revenues, expenditures and budget deficits. From 1923 to 1930, conflicts between the government and the opposition were sustained. Since 1939-1945 was a period of war, there was a decrease in public revenues and a decline in the economy. In the 1950-1960 period, The Democratic Party came to power and important and positive developments were recorded both in economy and politics. The Democratic Party came to power and In the period between 1960-1980, the blows had deeply affected the country in social, political and economic terms. In order to achieve an improvement in the economy, Turgut Özal prepared the January 24th Decisions when he was the Undersecretary of the Prime Ministry. Decisions published on 24 January 1980 are one of the most important stabilization policies of Turgut Özal, which found its application in the prime ministry period and directed the Turkish economy. With this program, which was called alınmış January 24 Decisions ler, liberal economic policy was adopted, it was decided to implement policies such as liberalization in foreign trade, minimizing state intervention, adding value to Turkish Lira, reducing inflation, ensuring price stability and privatization of state-owned enterprises. Tight monetary and fiscal policy adopted. With the Stand-By agreement signed with the International Monetary Fund (IMF), resources were provided for the implementation of the 24 January Decisions. In the following years, the Motherland Party, which was founded by Turgut Özal on May 20, 1983, became the ruling in the first elections and the task of establishing the government was undertaken by Özal. Many of the January 24th Decisions, along with Özal's prime ministry, were implemented and a revival in the economy was seen with liberal policies. After the Özal period, economic crises started in the period of 1993-2018, and in 2002, with the ruling Justice and Development Party, economic crisis and economic growth policies were followed.
