Abstract (EN)

In terms of private administration reasons such as international competitiveness globalization and management mentality with customer priority, in terms of public administration, corporate image and render the service at the quality desired by citizens had brought human resource forefront. Due to these improvements and changes, administrations look for the ways to empower their human resources to response fastly to the changing and evolving market conditions and customer expectations and to capture the competitive advantage and customer, citizen satisfaction. To capture the oppurtunities, to reveal the strength and analyze the xeak sides and to be successful and continue their existence, the need of employees who can take initiative, undertake risks, open to innovation and developments secame efficient. Due to reasons such as it?s centralist system, teeing a legal administration, and the initiative taking limitation of the public employees, Public administration, as compared with private administration couldn?t be a side to these changes happening at an international level and couldn?t progress as expected.In this study, the applicability of the approach about empowerment of human resources which has been applied by managements especially in recent years has been investigated and suggestions has been developed. Within this framework, the term of human resources empowerment has been tried to explained and the applicability human resources empowerment has been presented by a review.
