Abstract (EN)

The state fulfils its needs by using public expenditures. The expenditures are met by tax revenues. Public expenditures are an important fiscal policy tool of the state and the welfare level in the society increases thanks to these expenditures. This situation may cause economic and social effects in public expenditures. In addition, public expenditures are allocated for the services needed and although they differ in each period, they are shaped according to the need in that period. The crises and uncertainties in Turkey's economy after 2000 and the COVID-19 pandemic caused economic and social problems. The state has tried to eliminate these problems through the policies and stability programmes it has implemented. These policies and stability programmes have led to an increase in public expenditures. Some of the effects of these problems are continuing today and these problems are tried to be eliminated within the effective use of public expenditures. The aim of the study is to analyse the results of public expenditures in Turkey after 2000. In this study, the effect of expenditures is evaluated with the data between 2000-2021. Firstly, the general structure of public expenditures is mentioned, the reasons for the increase in public expenditures and types of expenditures are explained. Subsequently, the general outlook of the Turkish economy is analysed, basic macroeconomic indicators are evaluated in line with the data obtained from TUIK (Turkey Statistical Institute) and SBB (Presidency Of Strategy And Budget) and the measures taken, and policies implemented are analysed. As a result of the data, there was a decrease in economic growth during the crisis and COVID-19 pandemic periods, while CPI and unemployment rates increased. Later on, as the effects of these periods were reflected in health, education, defence and infrastructure expenditures, it was observed that the increase in total expenditures still continued, while its share in GDP followed a fluctuating course. In particular, these expenditures increased more during the crisis and pandemic periods. This is because the policies and stability programmes implemented in times of crisis increase expenditures. For this reason, expenditures should be used efficiently and effectively according to the needs.
