Migration and immigration policies of municipalities in Turkey

Migration movements are experienced as a result of war, political and economic depressions in the world. These negative developments encourage people to seek a more comfortable life. Both Turkey and the world are exposed to migrations due to these developments. First of all, while determining the policy regarding immigrants, necessary services were tried to be fulfilled even if the conditions were challenging, and basic needs were tried to be met. As a result of the deepening and growing of the political and civil war crisis in Syria in 2011, many migration movements to Turkey were experienced. The economic and security problems brought by the sudden and great migration have been tried to be solved by laws and policies. The fact that immigrants from Syria generally prefer city centers rather than the camps allocated to them has revealed some obligations and some negativities. Due to the developments experienced, the obligations and policies related to migration in municipalities in the context of local government as well as central government in Turkey are discussed. In this thesis, in the first part, the conceptual framework of the administration, the legal framework of the local governments and the organs, duties and financial structure of the municipalities are discussed. In the second part; The types of migration, the factors that cause migration in Turkey, the migration policies implemented and the migration policy of the central government, and the migration administration that provides services on migration and its duties are discussed. In the third part, the effects of the immigration policies implemented in Turkey on the municipalities and the obligations of the municipalities in the legislation on the migration management of the municipalities will be determined, and the works of the municipalities for the immigrants in the field of migration will be discussed.
