Abstract (EN)

This study examines the emergence of development administration politics of Turkey. It also examines what are the results? On Which political preferences does the Turkish development policy rely? What kind and what size does it have connection with international political and economic conjucture and structure? And what kind of background does the development of Turkey rely on?Major interesting area of this study has been The State Planning Organisation and historical acumulation behind the establishment of this organisation. Beside that, this study has also dealth with development planning, program preparing and their application in the improvement of less developed administrative capacity. This study has two hypothesis. The first, Turkey has not been succesful for its two century?s of endavour because of wrong policies and weak administration. Second one is that the gap between developed and developing or less developed countries is getting higher. Turkey could possibly change its rank from developing to developed countries by a good administration of development policy and by determining its own problems and preferences. In this global age Turkey?s aim to reach ?the level of modern civilisations? is examined in the light of modernisation process of Turkey.
