Management and organisation structure of public hospitals in Turkey, the scope and the evaluation of the association of public hospitals

It is seen, many changes took place in many areas all over the world by the impact of globalization, have also influence on healthcare field. Technological developments, the growing expectations of patients and their relatives, the changing health care policies, and most importantly financial changes can be sorted among these changes. It?s observed that hospitals and governing structure of hospitals? having a very big share in health care system are affected by these changes and they are being reconstructed in these fields. It is seen these changes occuring all over the world are affecting health care services being done, governing and performing leading to reconstruction in Turkey.In this study, it is aimed to put forward the organizational structure of public hostpitals that exists until present comparing with the new management mentality ?Kamu Hastaneler Birliği? and the evaluation of ?Kamu Hastaneler Birliği? effects. Accordingly in the study the evaluation of the hospitals has been done conceptually and the management process and functions had been discussed in general. Starting with the general concepts of management and organizational structure of hospital exist until present in Turkey have been set forth. The changes in health care system in Turkey had been explained briefly with the reasons. ?Kamu Hastaneler Birliği? considered as a revolution for the health care system, has been explained with origin legislations, and organizational structure had been intruduced. ?Kamu Hastaneler Birliği? considered as gaining autonomy aiming to manage a limited number of health care personel monopoly, the effective and efficient use of sources, to reduce health expenses, had been compared with central administration under the Ministry of Health.Keywords: Hospitals, Hospital Management, Association of Public Hospitals
