Türkiye's national assisted voluntary return mechanism: Theoretical and legal review

Currently, migration mobility, which affects all countries globally, has reached a level that cannot be controlled only by the policies and projects that the target countries will develop and implement within the country. In this regard, it is essential to design the tools to be utilized in migration management to promote development and growth in the countries of origin that cause migration in terms of the permanence and sustainability of the results of the policies. Voluntary return and reintegration activities, encompassing the issues mentioned above, are deemed essential in the field of migration, given the contributions and advantages they offer to both the target and origin countries and the migrants themselves. In this context, target countries develop various programs to support the voluntary return of foreigners to their home countries, both through international institutions and organizations and their national institutions and mechanisms. For several years, mechanisms for voluntary return and reintegration have been implemented in Türkiye through national and international institutions. Furthermore, the recently established National Assisted Voluntary Return Mechanism (NAVRR), designed to support national migration policies, especially in the effective combating irregular migration, was established and operates in cooperation with the Ministry of Foreign Affairs, the Turkish Cooperation and Coordination Agency and the Turkish Red Crescent, under the coordination of the Presidency of Migration Management. This thesis explores the concepts related to voluntary return and reintegration, discussing the subject within the context of international migration theories. Additionally, an examination of both national and international legislation regarding the topic is presented in a consolidated format for the reader. Finally, the NAVRR established by Türkiye is analysed and discussed in terms of international migration theories and legal perspectives.
