Abstract (EN)

Between local authorities and democracy, there are positive relationships at many points. First of all, the local authorities get the power of governing after being elected by people and this shows its democratic character. Being the closest authority unit to the people makes these institutions suitable for participation of local people. The relationship between central and local authorities is provided by deconcentration.Local authorities carry out decisionmaking and performing procedures with the deconcentration provided for them. In the countries where the democratic culture and means are improved the local authorities have a wider area for autonomy and functionality. This fact expedites the participation of local people to the authority and the decisions taken. And it also accelarates the effective usage of resources by local authority. The development of deconcentration of local authorities and their being autonomous are important in the way of democratization.
