Abstract (EN)
It is well known that the Ottoman Ulama, which fulfills its educational, teaching and judicial activities, has an important role in the state protocol and social structure. Either representing the government power in the most remote corners or representing that power at the highest point in the state bureaucracy, the importance of Ulama appears. However, research on the Ilmiye organization is far from the need that Ulama plays the role in the state. Examination of the evaluation and development of the Ilmiye organization in the historical process will be effective in revealing Ottoman education and judicial processes as well as the function of the Ulama in the state. In this study, the function of the Ilmiye organization in the XVII century was examined with respect to the employment and movement of qadı and mudarris on the bases of the records of Anatolian Ruznamce (Daybooks). Mulazemet system was introduced as the first stage of the Ilmiye organization and the application of the system in that century was put forth in the framework of Mulazım. Career steps of the Ilmiye organization have been handled on the basis of military judge authority beginning from the entrance into the system. The mobility of the career steps is introduced as in the higher rank, the place, and the occupational group. Compared with other centuries, changing applications are specified.
