For this purpose, scientific articles and book studies were examined and the current state of local governments were updated due to changing world policies. Local governments are not independent from the countries' historical past and democratic culture. These formations have emerged as a result of the desire of the people to self-govern, their contributions to the political education and awareness of the local people, and the faster and better response to the needs of the people. Although Turkey has a traditionally centralized structure, with the impact of new public administration movements in the worldwide began to turn to decentralized structures. Indeed, Turkey was affected by the globalization process observed in the world after the 1980s. This has led to the reshaping of states through new legislation. In this study, the countries were examined according to their governance styles and showed that the central governments of the countries with strong local governments were more democratic and respected in the international arena.
