Abstract (EN)

The entire process from hiring an employee in an institution, to the training they will receive, their development, wage management, performance evaluation, union relations and leaving the job is realized through human resources management practices. In this thesis, it is stated how human resources affect the public interest while fulfilling the public service benefit with effective means. In addition, the aspects of human resources management related to the municipality in increasing the quality of urban services have also been investigated. The aim of the thesis is not to ignore the importance of human resources in raising the service quality in local governments. For this, it is necessary to conduct a research on the extent to which human resources practices are implemented in municipalities. Lastly, the effectiveness of the practices of Efeler Municipality in the field of human resources management is evaluated. The research consists of three parts. In the first part, the conceptual framework of human resources management: its definition, importance and functional objectives are informed. In the second part, explanations of human resources management in municipalities are made. Finally, in the third part, the model, method, analysis of the content and findings of the research are examined.
